First, find as many talismans as you can (i.e. air talismans, earth talismans, fire talismans etc.). Second, complete the Rune Mysteries Quest. Third, either get the owner of the Rune Shop in Varrock or the wizard on the bottom floor of the Wizards Tower to teleport you; you will end up in a mining place. Forth, mine as many rune essences as it takes to fill up your inventory. Fifth, right click on a talisman and select 'Locate Talisman'. It will tell a direction keep clicking 'Locate Talisman' until you end up near a tower. Sixth, there you will be able to change the Rune essences in to Runes for magic depending on which tower you located (locate the air tower and you will only be able to make Air Runes).
